The 2018 Budget has been prepared. Funding must be approved before being allocated. In the case of the Arts Parasites, no funding was allocated to them. It's not a case of a diversion of funds to some other program with President Trump nefariously putting it "straight into his pocket" as you claim.

NO funds are available for this lot.

Therefore, you're scenario is not only implausible, but impossible.
