I don't think so. Experts in ancient writing systems agree that the symbols are hieroglyphics and that they are related to Cretan hieroglyphics found on the island. This means that the Phaistos disk has something to say, it is a text. There do seem to be other things encoded on the disk but the board game idea does not seem to tie in with these other encodings.
