There is no place or time where it is appropriate for anyone sworn to secrecy and loyalty to anyone or anything for those people to be given power and authority over any not associated with their group.
I will even include the person's family, let alone an entire nation. It is impossible to have an open and honest relationship even with spouse and children if associated with another group that has your sworn loyalty and secrets.
