As I've been saying, it makes absolutely no sense to shape and smooth a column while still at that quarry. The fact that they're apparently marble (and NOT granite) makes them even more prone to damage during transportation -- the granite allegedly ordered by Hadrian had to be shipped 100km on land from the Mons quarry to the shipping port before it could make it trip across to Italy.
A far more credible explanation based on the physical evidence is that this was an established site with completed buildings which were scavenged for parts that were repurposed by the later civilization. This site strikes me as being similar to Baalbek in that regard since there's evidence the Romans scavenged there as well.
How can any of us ever know, when all we can do is think?
