The hand and the eye are both very basic symbols. Being parts of the human body they are necessarily common to all human cultures across both time and geography. The one is the symbol of will since it's a bit difficult to do anything without using your hands. (The relatively few exceptions are simply proof of the rule. :) The other is a symbol of consciousness since where our attention goes so too do our eyes tend to go. Combining them is very easy to interpret. 'Conscious will' -- the unity of thought/awareness and action. A perfect antidote to the 'evil eye' which is traditionally a cause of 'bad luck' (unconsciousness leading us into the 'wrong' situations). Basically, this symbol reminds one's unconscious to resist outside 'suggestions' toward things that are against one's true purpose/will. In plain English: "Pay attention to what you are doing." (What does Yoda say about Luke Skywalker? "His mind is not on what he is doing!") Perfect unity of consciousness and will would indeed be 'god-like' so it's not surprising that this is called 'the hand of god' or something like that by some people.
