Well, the first answer is to get the dictionary.

1. Adept in craft or cunning.
2. Lacking or marked by a lack of candor.
3. Playfully mischievous; roguish.

(American Heritage Dictionary of the English Language, Third Edition)

So it seems to mean something like 'clever' and/or 'skillful'. The problem with defining 'sly' in this way is that English was not Gurdjieff's first language either! :) He is translating some other concept(s) into English, and uses 'clever' in some very negative ways while using 'sly' in some more positive ways. You really need to examine his own writings, preferably in an 'authorized' French translation (performed with his approval and supervision) to get any reliable idea of what is meant beyond the obvious dictionary definitions. He did live in France and learn French himself, so his own word choices would be better than what anyone here could provide.
