The Normans were a ruling caste -- they comprised the aristocracy of Norman England. There weren't Norman blacksmiths, farmers, Norman towns and cities, etc.
The 'Danes' made up about 20% of the English population at the time of the Danelaw -- and a lot higher proportion within the Danelaw itself. They had their own city (York), fortified boroughs, towns and villages.
They settled both on the best ground and some of the worst, and the Danish population included people from all social classes.
This was not a ruling caste, this was a settled population in England.
