All language (modern) obeys Zipf's Law. Any long piece of writing will display word incidence that lay out flat on a logarithmic scale. The Constitution should obey this law. Shorter works like the Gettysburg Address or the Declaration of Independence may or may not because the sample size is too small. Every word doesn't have to appear and where they do, as in dictionaries, they will not obey Zipf's Law but rather will be subject to the nature of where they appear.
The simple fact is that Ancient Language lacked the vocabulary to express meaning in the way we express meaning using language. Hence it breaks linguistic laws.
