If no pavers remained in original position then and no restoration had occurred it should all be strewn fragments?
B. Those pavers are not in situ. They are restored remnants. They were all strewn fragments. But, from memory, there is the remains of one basalt pillar in situ. The pile of unusable fragments on far right in Thanos photo is still there - just larger.
C. Again I think your hypothesis has considerable merit. It is just a matter of when and how restoration occurred which definitely to some extent happened after the oldest (1938) photo.
B. Thanos photo plus one below show paving restoration occurring contemporaneously with boat pit excavation. There was a lot going on.
