Hawass is referring to being in Campbell's so it could only relate to the numbers on some of the chevrons.
However there is no 17 or even 16.
There is apparently an 18, a 21, and a 23
The only other glyphs are the nfr and w3s sceptres which seem to be there to indicate which side North or South the chevrons were made to fit.
Did you ask Hawass to release the digital photo's he claims he made?
The answer to your original question seems to be he was lying and at best very badly mistaken
Edit: Strike through comment as is irrelevant if Hawass is claiming it is in one of the lower chambers.
