A satellite pyramid served the same purpose as the main pyramid: The interment of the deceased person. The body in the main pyramid, and the bodily fluids - removed during the embalming process - in the satellite. The Ba in the main pyramid, the Ka in the satellite. (This is my conclusion after researching the topic).
We see the same system/relationship much later in 1) tombs - and 2) what egyptologists call embalmers caches.

Described in the PT, so not that much later. And as you write - we have boat pits from the 2nd dynasty.

Altenmuller explains the rhyme and reason for four of the boats in some detail.
I would like to add to Altenmuller´s explanation by postulating that the fifth boat was to be used by the Ka.
The four Solar Barques - with Re and the Ba - navigated one route, and the Ka in its boat navigated another. They met in the sky and the Ba and Ka united into an Akh.
This is the mechanics of the afterlife and we should expect to find it to some degree, depending on available resources, in all burials of royalty and nobility. And later - of all people.
Menkaure´s boats are either not yet found, or his burial goods contained models of the boats.
