Yes, the Sumerian King List notes Eridu as the 1st city.

The traditional translation does not mention the Flood, just Ziusudra. Can you show here what it is you translated to be Flood related?
And does it really need to be retranslated?

You should rather bring down a foreign slave from the mountains, or you should bring somebody from a place where he is an alien; my son, then he will pour water for you where the sun rises and he will walk before you.
I mean, this seems like pretty sound advice.

I think that there must be versions of the Epic of Gilgamesh and Eridu genesis that dates to this time as well, they just haven't been found yet. I did find a source that says fragments of the EoG found which include a version of the Flood myth dates back to 2100BC. Though, no doubt there will be earlier versions.
