Based on the assumption the ancient made sense what this line means as determined by solving referents through context is that "Tefnut makes the earth high under the sky by means of her arms.".
Simply stated tefnut is the concept of "downward" and her "arms" are any means by which she can affect something. This is determined by context and in this context her "arms" are the ropes that pass over the top of the pyramid which is the rope that "ties the two boats together" and constitute a linear funicular.
This is really all pretty simple once you accept the possibility they weren't stinky footed bumpkins.
